Stamping Process Flow – HRD Corp Agreement for Training Providers



Step 1: Finalise & Sign the Agreement

  • Ensure the agreement is signed by both HRD Corp and your company.
  • Obtain the final signed copy before proceeding with stamping.

Step 2: Register with LHDN STAMPS Portal

  • Visit https://stamps.hasil.gov.my
  • First-time users must register as:
    • Company / Business Entity
    • or Individual (for sole proprietors)
  • After approval, log in with your credentials.

Step 3: Create a New Stamping Application

  • Click “Permohonan Baru” (New Application)
  • Fill in the following:
    • Document type: “Service Agreement” / “Perjanjian Perkhidmatan”
    • Parties: HRD Corp & your organisation
    • Date of agreement
    • Contract value (optional for fixed duty)
    • Duty type: Usually Fixed Duty – RM10 per copy
  • Upload the signed agreement (PDF)

Step 4: Submit & Await Assessment

  • Submit your application
  • LHDN will issue a Stamp Duty Assessment Notice (Notis Taksiran Duti Setem)
  • Processing time: 1–3 working days

Step 5: Make Payment

  • Log in and click “Bayar Duti” (Pay Duty)
  • Pay via:
    • FPX (Online Banking)
    • or at LHDN counters
  • Most agreements incur a RM10 stamp duty per copy

Step 6: Get the Stamped Document

  • After payment, you may:
    • Download the digital stamp certificate (e-franked), OR
    • Visit LHDN with proof of payment for manual franking

Step 7: Submit to HRD Corp

  • Provide HRD Corp with the stamped agreement (digital or hardcopy)
  • Keep a copy for your records

📌 Important Notes

  • Stamp within 30 days of signing (or from receipt if signed overseas)
  • Late penalty: RM25 or 5% of duty (whichever is higher)
  • Stamping cost is typically borne by the Training Provider, unless stated otherwise
