Skim Bantuan Latihan Scheme (SBL)

OVERVIEW:
Skim Bantuan Latihan (SBL) is a programme designed to assist employers in retraining and upskilling their employees, in line with their operational and business requirements.

ONLY applicable for*: 
  1. In-House training conducted by internal trainers.
  2. Product training by vendors. 
  3. Training conducted by government department.
  4. Training conducted by NGOs.
  5. Overseas training/Seminars/Conference.
  6. Remote Online Training by the overseas training provider.
  7. Long term development training involving academic qualification. 
 
Types of Training Covered*:
  1. In-House (on premise, hotel OR external training place) for a minimum of 2 pax and a maximum of 40 pax.
  2. Public (local OR overseas) for a minimum of 1 pax and a maximum of 9 pax.
  3. Certification programme or mandatory industrial-based training for an unlimited number of trainees and fees.
  4. Job coach for a minimum of 5 pax and no maximum number.
  5. Mobile learning with no requirement for a minimum or maximum number of pax.
  6. Coaching and mentoring with no requirement for a minimum or maximum number of pax**
  7. Development programme with no minimum or maximum number of pax.
  8. Online learning
  9. e-learning
  10. Blended e-learning (Hybrid)
  11. Mobile learning
  12. Remote online learning

Allowable Claimable Items:
  1. Course fee
  2. Internal Trainer Allowance*
  3. Meal Allowance
  4. Trainee Allowance
  5. Consumable Training Materials
  6. Airfare Ticket OR Transportation
  7. Internet Data Cost for up to RM100 per group (for remote online learning ONLY)
 
*For other expenses, please refer the Allowable Cost Matrix

Application Procedure & CRITERIA:
  1. Employers may submit their application via e-TRiS under SBL. 
  2. Applications must be submitted by employers to HRD Corp for approval, within 6 months before training commences. 

Required supporting documents:
  1. Invoice or Quotation from the Training Provider 
  2. Trainer’s Profile  
  3. Schedule or Course Content

Note:  HRD Corp may request for other relevant documents deemed necessary for verification confirmation purposes. 

APPLICATION GUIDE:
1. Login to your Employer’s eTRiS account. 
2. Click on Applications.


3. Click on Grant.
4. Select Apply Grant.


5. Select SBL from the Scheme Code drop-down menu and click Apply


6.  Select your Immediate Officer and click Next



7.  Select a Training Provider, then click Next



8. Please key in all the required details and click Next



(8.1) Please key in all the required details and click Next  




9. Please key in the Training Location and click Next



10. Please select the Level of Certification and click Next


11. Please follow the instructions and key in trainee details







11. Click on the Add Batch Tab, key in the Trainees’ Details, and click Save.  


12. Click on the Add/Edit Trainee Details section.


13. Fill in all of the required trainee information in the pop-up Trainee Details section and click Add



14. Click Add if you wish to add more trainees. If not, click Save.


15. Click Next


16. Key in all course fees and allowance details in the Estimated Cost for Training Scheme section and click Next













17. Tick the checkbox in the Acknowledgement & Declaration section and select the designated officer. 


18. Fill in the required information, attach all supporting documents, click Save, followed by Submit Application.



19. Applications that have been successfully submitted will be reviewed by the Grants Officer within two (2) working days. The Grant Officer may also request further information, clarification or supporting documents if and when necessary. 

20. The application status, including approval, will be updated on the employer’s eTRiS Dashboard and Inbox. Employers will also be notified via email.
