      1.     About Policy Development

The NHRC’s Policy Development team produces policy briefs and research which aim to highlight proposed alternatives and suggestions for improvements to policymakers in the country. This is done through evidence-based research on any HR topics. The policy development team focuses on the latest relevant HR topics that will allow businesses to play a proactive role in adopting practical reference points and best practices.

Flexible Working Arrangement (FWA)

Flexible working arrangements (FWA), an area in which employers empower their employees to effectively balance between work and personal life, have been a key area of concern in world labour policies since the early 2000s. One factor contributing to this trend is the implicit assumption that implementing a Flexible Working Arrangement policy increases people’s life satisfaction.


Various studies of flexible working arrangements found that organisational and personal initiatives intended to improve individuals’ ability to balance work and non-work roles may increase not only satisfaction with work-life balance but also general life satisfaction. This can contribute to higher quality of life, improve mental health and reduces overall healthcare costs.


Working from home has become the new norm for many organisations due to the pandemic. However, it has also presented unique challenges for Malaysian employers and employees due to the pandemic. Therefore, the National Human Resource Centre (NHRC) has stepped forward to carry out a study on Policy Planning for Flexible Working Arrangements in Malaysia to highlight the importance of developing a new labour policy and potentially amend the current legislation to accommodate such policy.
