General

1. Why does HRD Corp still request the attendance list in Form T3 (PSMB/SBL-KHAS/T3/01) for Remote Online Training (ROT)?

The attendance list as stated in Form T3 is part of HRD Corp’s mandatory requirement, regardless of the training mechanism. This is because it shows detailed information about each trainee, including their NRIC number and citizenship status.


2. For physical face-to-face training that run for more than one (1) day, how do the trainee(s) fill in the signature part in the form? Is it necessary for the training provider or employer to prepare three (3) separate Form T3, for three (3) days?

The employer or training provider must prepare the attendance list as stated in Form T3 for three (3) consecutive days, and the trainees need to sign the form on a daily basis


3. For physical face-to-face training that run for more than one (1) day, how do the trainee(s) fill in the signature part in the form? Is it necessary for the training provider or employer to prepare three (3) separate Form T3, for three (3) days?

The employer or training provider must prepare the attendance list as stated in Form T3 for three (3) consecutive days, and the trainees need to sign the form on a daily basis.


4. For ROT, do training providers or employers need to obtain the trainee’s physical or digital signature?

Training providers need to fill in all required information in Form T3. However, trainees’ physical signatures are not required.

 

5. For ROT, is it necessary for training providers or employers to submit a separate Form T3 for each training date?

Training providers are encouraged to provide only one (1) copy of Form T3 that states all relevant training dates.


6. Can a system-generated attendance report replace the attendance list requirement in Form T3?

Training providers can replace the attendance list in Form T3 with a system-generated attendance report. However, it must include all information as required in Form T3, such as course title, course date(s), name of employer(s), NRIC, citizenship, and gender. The system-generated attendance report must be certified by the training provider and employer with their company stamps, names, and the designation of an authorised officer and date


7. Why does the training provider need to attach a system-generated attendance report during the claims submission process when the employers have already provided the information to enforcement?

It is compulsory to attach the system-generated attendance report during the claims submission process because the report submitted to the enforcement unit will be used for verification purposes only.


8. In the event that the training provider request the employer to fill up the attendance list in Form T3 and Form JD/14, can the employer do so?

The attendance list in Form T3 and Form JD/14 are to be filled up by the training provider ONLY. This must be done when the training is conducted.


9. It is time-consuming to obtain approval from the Managing Director (MD), General Manager (GM), Financial Controller/Finance Director of the employer. Can registered employers authorise any other executives to certify the form?

Form JD/14 form can be certified by someone who holds a managerial position and above at the company.


10. If the Director is not reachable, can the HR Officer sign Form JD/14 on behalf of the company for claim purposes?

Form JD/14 form shall only be certified by someone who holds a managerial position and above at the company.


11. Why can Form JD/14 only be certified by the manager level and above?

This is done to ensure that the management is aware of any transactions that involve their levy and to avoid unforeseen circumstances.


12. Is there any specific time frame to return the signed Form JD/14 and system-generated attendance report to the training provider?

The above documents must be submitted to the training provider before the claim’s expiry date, in which all claims must be submitted within six (6) months from the completion date of the training programme.

13. Is it necessary for the employers or training providers to provide photos of the training as a proof during the claims submission process?

Employers or training providers are not required to provide or attach any training photos during their claims submission process.


 14. Do training providers or employers required to attach a 60-second training video recording during claim submission?

Training provider or employer is not required to provide the 60-second of video for claims purposes. However, this should be provided upon request from HRD Corp.


15. Employers are practicing work from home (WFH) during MCO and are unable to provide physical signatures or company stamps to the training providers for the claims submission. Does HRD Corp offer any exception to this requirement?  

Employers can provide their digital signature and digital company stamp for claims purposes. However, employers must also provide a confirmation letter to training providers explaining the reasons why it was unable to provide a physical signature and company stamp for the relevant claims documents. Training providers need to upload or attach the confirmation letter from employers during the online claim submission.
